Section 5 Specification Amendments
5.1 Amendment to specification 1.2 General Re: Flag person Apparel
5.1.1 The second paragraph of subsection 1.2.49.2 flag persons of section 1.2.49 accommodation of traffic is replaced with the following:
Flag persons shall be dressed in safety apparel (coveralls) which meets the class 3 level 2 requirements of CSA Z96-02, High Visibility Safety Apparel. Each pair of coveralls shall have a permanent label affixed certifying compliance with class 3 level 2 of CSA Z96-02.
The colour of the coveralls shall be fluorescent yellow-green with silver retroreflective striping. The retroreflective striping shall be a minimum of 50mm wide and shall be sewn onto a 100mm wide fluorescent red-orange background material. Flag person safety apparel shall be kept clean and in condition. Faded, torn and/or dirty coveralls, or coveralls without a CSA certification label, will not be acceptable.
Flag persons shall also wear fluorescent orange hardhats, and shall be equipped with the traffic control paddles specified in the latest edition of the Traffic accommodation in Work Zones manual.

CSA Z96-02 Summary
CSA Z96-02 High Visibility Safety Apparel Garment Classes
The CSA standard has three classes of high visibility clothing and three levels of retroreflective trim to improve complicity under all light conditions. Compliance with the standard will be mandatory where specified by government authorities. The result is enhanced worker safety.
Class #1 Apparel consists of a basic harness or stripes over the shoulders and encircling the waist. The center portion of the front torso between the two vertical bands is optional.
Class # 2 Apparel has full coverage of the upper torso, front, back, sides and over the shoulders. Stripes shall be composed of retroreflective or combined performance materials.
Class #3 Apparel meets the same requirements as Class 2 with the addition of bands encircling both arms and both legs. These bands shall be composed of combined performance stripes or a combination of retroreflective and background material.

Safety Cuffs
Ref. 11.1
- Safety Cuffs must be made from a background material meeting the same standard as the CSA safety vest.
- Cuffs must have two 50 mm strips meeting the same retroreflectivity standards as the vests.
- The colour of the retroreflective striping must contrast the background material.
- The new standard becomes effective on the publication date of the 2007 Manual.
Safety Vest
Ref. 11.1
- Vest must meet CSA Z96-02 Class 2 standards.
- The vest striping must meet CSA level 2 standards, and colour contrast the background material.
- The background material on vests must be fluorescent.
- The vest must cover the whole upper torso (to the belt line).
- The new standard becomes effective on the publication date of the 2007 Manual.

High Visibility garment
Section 69.1 for the protection of a worker in construction projects that may be endangered by vehicular traffic.
Construction includes the following: erection, alteration, repair, dismantling, demolition, structural maintenance, painting, land clearing earth moving, grading, excavating trenching, digging, boring, drilling, blasting, or concreting, the installation of any machinery or plant, and any work or undertaking in connection with a project but does not include work or undertaking underground in a mine.
A worker in construction projects who may be endangered by vehicular traffic is required to wear a garment that is fluorescent blaze or international orange with stripes on the front and the back that conforms to the design requirements made under section 69.1 (1).
The stripes shall be retroreflective and fluorescent (section 69.1 (3).
In addition to the garment requirements, a worker who may be endangered by vehicular traffic during the nighttime is required to wear retroreflective silver stripes.
Vest Front
- Two yellow stripes that are 5 centimetres wide
- The yellow are must total at least 500 square centimetres
- The stripes shall be arranged vertically and centred and shall be approximately 225 millimetres apart, measured from the centre of each stripes
- The stripes shall be retroreflective and fluorescent
Vest Back
- Two yellow stripes that are 5 centimetres wide
- The yellow area must total at least 570 square centimetres
- The stripes shall be arranged in a X pattern
- The stripes shall be retroreflective and fluorescent
Nighttime requirements
- A worker who may be endangered by vehicular traffic during nighttime hours shall wear retroreflective silver stripes encircling each arm and leg, or equivalent side visibility enhancing stripes with a minimum area of 50 square centimetres per side

High Visibility Garment Legislation Requirements
WCB-BC Standard 2-1997
Section 8.24 of the OHS regulation requires a worker exposed to the hazard of moving vehicles to wear high visibility apparel appropriate to the hazard. To determine the nature of the hazard, it is necessary to consider the speed of the moving vehicles, as well as the duties and the work location of the worker relative to the vehicles or mobile equipment.
Section 8.24 (2) requires a worker exposed to the hazard of vehicles travelling at speeds in excess of 30 km/h to wear high visibility apparel meeting the type 1 or type 2 criteria of WCB Standard 2-1997, High Visibility Garment or other standard acceptable to the board. For example, this section applies to a worker on a highway construction project with standard acceptable to the board. For example, this section applies to a worker on a highway construction project with public traffic or workplace vehicles passing by at a speed greater than 30km/h, and to ambulance attendants treating an injured person at an unsecured vehicle accident scene.
Section 8.24 (3) requires a worker exposed to the hazard of mobile equipment to wear high visibility apparel meeting the type 3 criteria of WCB standard 2-1997, High Visibility Garment or other standard acceptable to the board. This section applies to workers potentially exposed to mobile equipment travelling at speeds less than 30 km/h. For example, this section would apply to a worker collecting shopping carts in a parking lot, and a worker on a construction site assisting with the positioning, loading or unloading of dump trucks.
Type #1
- Vest, shirt, overall or other similar garment, worn on the torso, with a fluorescent background and attached visibility enhancing trim.
Type #2
- Jacket, coverall or other garment with a bright coloured background and attached visibility enhancing trim.
Type #3
- Harness or other garment worn on the torso, fabricated from parallel strips of contrasting colours. The harness has fluorescent and retroreflective properties.
